Regional Office Building

The MIMAROPA Region, also formerly known as Region IV-B, is a region located in the southern part of Luzon. It is an acronym that stands for the provinces of Oriental and Occidental MIndoro, MArinduque, ROmblon and PAlawan.

It is composed of two (2) cities, Calapan City in Oriental Mindoro and Puerto Princesa City in Palawan, 71 municipalities and 1,457 barangays. The Region was created by virtue of Executive Order 103 dated May 17, 2002 dividing Region IV (Southern Tagalog) into Regions IV-A (CALABARZON) and IV- B (MIMAROPA). The said EO 103 was superseded by the enactment of Republic Act 10879 last July 17, 2016 (lapsed into law) which officially establishes the MIMAROPA Region. At present, BFAR-MIMAROPA Regional Office is located at LeGrace Building, Brgy. Guinobatan, Calapan City, Oriental Mindoro.

BFAR-MIMAROPA Region has implemented fisheries-related plans and programs in close coordination with other government agencies, Local government Units (LGUs), research institutions, fisherfolk organizations, state universities and colleges, and the private sector. As mandated, plans and programs were made to conserve, protect and sustain management of the region’s fisheries and aquatic resources; to alleviate property and provide supplementary livelihood among municipal fisherfolk; improve productivity of aquaculture within ecological limits; optional utilization of offshore and deep- sea resources; and,upgrade postharvest technology.

May 17, 2002

Executive Order No. 103 by PGMA, Partitioning of Southern Tagalog (Region IV) into 2 regions: 4A and 4B Purpose: Promoting efficiency in the government, accelerating social and economic development and improving public services in the provinces covered.

May 23, 2005

Executive Order No. 429 moved the province of Palawan to the region of Western Visayas, designating Region IV-B as “Mimaro”. However, Palawan residents criticized the move, citing a lack of consultation, with most residents in Puerto Princesa and nearly all municipalities preferring to stay with Region IV-B.

August 19, 2005

Administrative Order No. 129 Directed the abeyance of EO 429 pending the approval of an implementation plan for the orderly transfer of Palawan from Mimaropa to Region VI.

July 17, 2016

RA10879 or the “MIMAROPA Act” lapsed into law w/o the signature of the President – formally established the Southwestern Tagalog Region to be known as the Mimaropa Region. – No boundary changes but was in effect merely a renaming and discontinuation of the “Region IV-B” designation.

December 2016

IRR of RA No. 10879, was signed by Socioeconomic Planning Sec. Ernesto Pernia and former Interior Sec. Ismael Sueno Calapan was designated as Mimaropa’s regional center.

2002

Executive Order No. 103  split the Southern Tagalog (Region IV) into 2 regions: IV-A and IV-B • BFAR REGIONAL FISHERIES OFFICE NO. IV (Transition Period)

 

2003

BFAR REGION IV was split into: BFAR IV-A (CALABARZON) and BFAR IV-B (MIMAROPA)  Some BFAR RFO-IV employees were detailed/ transferred to IV-B.

2009

BFAR IV-B transfer of RFO physical office from NIA, QC to Brgy. San Vicente, Calapan City GAA Funds were still shared by the two regional offices.

2012-2013

First time that BFAR IV-B was given its independent GAA budget,  No plantilla positions yet for the regional Office, Some Detailed personnel’s Plantilla Items assigned to IV-B ,PFO Bldg. Boac,Marinduque, PFO Bldg., Odiongan, Romblon.

2014-2015

Transfer of RFO Physical Office to Brgy.Guinobatan,Calapan City, Merger of the RFTC at the RFO as RFTFCD BFAR REORG DBM-approved NOSCA 125 Permanent Positions for the RFO.

2016

Major Leadership Transitions (DA Sec.; BFAR Dir.; 3 OIC-RDs) Installation of Resident COA, Office at the RFO Establishment of Procurement System/ Unit, Initial Harmonization of Org structure, Revocation of ARD designations due to NOSCA.

2017

Split Jurisdiction of PFO- Palawan into Northern Palawan (PPC as Prov’l center) and Southern Palawan (Coron as Prov’l center)

2018
